Opening May 6, 2021: New permanent resident pathways for 90,000 essential workers and recent graduates

IRCC has announced several temporary public policies to further facilitate the permanent residence of 90,000 people in Canada. With 135 occupations, applicants who have worked in a NOC C or D position are also eligible! Recent graduates also have the opportunity to apply provided they meet certain requirements for the length of their studies and are currently working.

Recent Canadian Work Experience in Essential Occupations

In order to be eligible for this program, applicants must:

  • Have at least one year of full-time or or the equivalent in part-time work experience in an occupation listed in Annex A (Stream A) or Annex B (Stream B) in the past three years.

  • Be employed in Canada in any occupation at the time the application is received.

  • Work must have been authorized work, and self-employment does not count unless working as a medical doctor in a fee-for-service arrangement with a health authority.

  • Have obtained at least benchmark 4 in either official language for each of the four language areas: speaking, listening, reading, and writing. For the French-Speaking policy, applicants must show French.

  • Reside in Canada with valid status or be eligible to restore status.

  • Be physically in Canada at the time of application and when the application is approved.

  • Intend to reside outside of Quebec.

Accompanying family members both in Canada and outside can be included in this application.

Recent Graduate from a Canadian Post-Secondary Institution

In order to be eligible for this program, applicants must:

  • Have completed a program of study in the last four years no earlier than January 2017 at one of the following:

    • a public post-secondary institution, such as a college, trade/technical school, university, or in Quebec CEGEP

    • a private post-secondary school in Quebec that operates under the same rules and regulations as public institutions in Quebec

    • a private or public post-secondary institution in Quebec offering qualifying programs of 900 hours or longer leading to a diploma of vocational studies (DVS) or an attestation of vocational specialization (AVS)

    • a Canadian private institution authorized by provincial statute to confer degrees under provincial law but only if the program of study completed was a degree as authorized by the province, which may not include all programs of study offered by the private institution.

  • Have been granted one of the following credentials:

    • A degree (Associate, Bachelor’s, Master’s, or Doctorate) of a program of at least 8 months

    • A degree, diploma, certificate, or attestation issued on completion of a program of any duration leading to an occupation listed in Annex A (Skilled trade) or

  • One or more diploma, certificate, attestation where the following is met

    • For diplomas/certificates/attestations, each program of study must be at least 8 months in duration, and the combined length of the credential(s) must be equivalent to a two-year credential (at least 16 months in duration)

    • For DVS and AVS, each program of study must be at least 900 hours in duration, and the combined program of study must be at least 1,800 hours in duration

    • Each combined credential must meet the eligible program requirements as defined above, including the completion no earlier than January 2017

  • Have been authorized to study in Canada

  Here’s what you else need to know!

  • The program is scheduled to open on May 6, 2021, and will close on November 5, 2021, or once the intake caps are reached. This is time sensitive and highly competitive.

  • Under the recent graduate’s stream, the cap is 40,000 applicants.

  • Under the temporary workers in health care, the cap is 20,000 applicants.

  • Under the temporary workers in other essential occupations, the cap is 30,000 applicants.  

  • To promote Canada’s official languages, three additional streams have been launched for French-speaking or bilingual candidates. The requirements are the same as outlined above (except applicant’s must have French language scores)and there are no intake caps.
