Entering Canada with a Work Permit or Letter of Introduction during COVID-19.

As the restrictions in Canada are set to lift on June 30, 2020, Canada continues to provide clarity around the ongoing orders. Let’s talk work permits and entry to Canada!

Processing Of Work Permits

Applicants outside of Canada can continue to submit work permit applications but should apply online. This applies to applicants who are normally allowed to apply at the port of entry. Applicants in Canada can also continue to submit extensions of their work permits online or by paper if they are exempt from using the online system.

Until further notice, applicants will not be refused for being unable to provide additional documentation, if requested.

Entry to Canada

Foreign nationals departing from any other country other than the United States will not be able to board a plane unless they have a valid work permit or letter of introduction (Port of Entry letter). This applies to all foreign nationals, those that require a visa and those who are visa-exempt. Applications for a work permit cannot be made at the port of entry unless you are entering from the United States and can apply upon entry under the orders in place.


Workers Who Are Exempt From The Travel Restrictions  

  1. Hold a valid work permit, including an open work permit and are travelling for non-optional or non-discretionary purposes. When travelling, you will need to provide a copy of your valid work permit

  2. Received a positive decision on a work permit application but have not yet been issued the work permit. Travel under this category must not be discretionary or optional.

    • If you have obtained an approval of a closed work permit, confirm with your employer that your work location and organization are not subject to mandatory closure of non-essential businesses; if the business is closed, workers should not try and enter Canada at this time.

Examples of non-optional or non-discretionary travel for temporary workers:

  • You have a valid work permit and normally reside in Canada. Whether employment still exists or if you have been laid off, if your primary residence is in Canada, you may travel. 

  • You have a letter of introduction for an open work permit, hold a valid job offer and will be able to work once you enter Canada, you may travel. 

  • You have a letter of introduction for an employer-specific work permit, hold a valid job offer and will be able to work once you are in Canada.

Examples of optional or discretionary travel for temporary workers:

  • You have a letter of introduction for an employer-specific work permit, but the business in Canada is closed due to COVID-19

  • You have a letter of introduction for an open work permit, but have not secured a job contract and will come to Canada to search for job opportunities

Entry For IEC Work Permit Holders

Officers should allow entry to those who have received a letter of introduction and have an offer of employment with an employer who is still operating during COVID-19.
